RackOutfitters.com sells the Thule 554XT - Hang Two Surfboard Rack which is unique because no cross bar pad is used, the four rubberized brackets cradle the strong side rails of the surfboard. Woven nylon straps are included to secure the board to the brackets. It is possible to transport a second surfboard on top of the first. It is recommended to place padding between the boards for protection. The cross bar mounting hardware adapts to Thule square and Xsporter load bar, Yakima, and most factory cross bars.
